Since graduating from the Technical University of Nova Scotia with a Bachelor of Engineering in 1994, Bill has worked in the steel fabrication and engineering consulting industries as a project engineer, quality manager, production manager and general manager.

Bill began his work fall protection engineering in the late 1990’s and has focused his practice as a specialist engineer in fall protection engineering since that time. Today, Bill is the President & CEO of the Parsons Engineering Group, a suite of companies serving clients in engineering, utilities, transportation, industrial fabrication, construction and real estate development.

His research work is a hybrid approach in the fields of structural and industrial engineering, concentrating on human interactions with industrial structures, with a focus on fall-from-height impacts. This work has resulted in innovative ways of considering and solving fall protection problems in a wide variety of situations – both in the design office and on the job site.

Bill designs anchorages, substructures and complete fall protection systems, selects components, conducts assessments and inspections, as well as facilitates training. In addition to his work on the Executive of the Canadian Standards Association Z259 Technical Committee on Fall Protection, he is the TSC Chair for the CSA Z259.2.2 Self Retracting Devices, and Vice-chair for Z259.16-04 The Design of Active Fall Protection Systems, and Z259.17 Selection and Use of Active Fall Protection Equipment. He has contributed to the development of several other CSA standards since 2002, and has participated in the development ANSI Z359 standards since 2010.

Bill is registered professional engineer in Newfoundland and Labrador, Nova Scotia and New Brunswick, and is a member of the American Society of Safety Engineers, the International Society for Fall Protection, the Canadian Standards Association, and interacts with fall protection specialists and researchers from all over the world.
